What HVAC contractors do

An HVAC contractor installs and services heating and cooling: boilers, furnaces, heat pumps, central air, ductwork and the controls that run them, plus conversions from oil to gas or electric heat.

  • No heat, or a boiler that stopped making hot water.
  • A furnace or boiler near the end of its life.
  • A switch from oil to gas, or to heat pumps.
  • Central air or ductless heat pumps for a house that has neither.

Who licenses HVAC contractors on Long Island

  • Federal Section 608 rules require technicians who maintain, service, repair or dispose of equipment that could release ozone-depleting refrigerants to be certified. EPA does not issue the certification cards itself.
  • Heating and cooling work that disturbs painted surfaces in a pre-1978 home falls under the EPA lead rule, which requires anyone paid for that work to be certified.

Suffolk County

  • Suffolk's restricted license application lists Oil Burner and HVAC categories under Restricted Plumbing, and an Oil and Gas Burner category under Restricted Electrical.
  • Anyone who intends to do electrical, plumbing or duct work in Suffolk homes must also apply for the required licenses among Restricted Electrical (HVAC), Restricted Plumbing (HVAC) and Home Improvement, the county's application says.
  • Suffolk's home improvement law covers heating and ventilation ductwork but leaves out work in the electrical and plumbing fields.
  • Suffolk charges a non-refundable $200.00 application fee for a restricted license.

Nassau County

  • Air conditioning and heating systems are on Nassau County Consumer Affairs' list of who must be licensed.
  • Nassau's Administrative Code counts central heating and air conditioning systems as home improvement work, which no one may do as a business without a county license.
  • Nassau's home fuel oil rules apply to every contract for the maintenance and repair of oil burners and boilers, as well as to fuel oil sales and delivery.
  • The Nassau County Department of Health's tank certification does not include contractors who install or remove heating oil tank systems.

Step by step: how to check an HVAC contractor's license in Suffolk or Nassau.

What it costs

Labor is a large part of any price. Long Island heating, air conditioning and refrigeration mechanics and installers earn a median $77,707 a year, from about $56,620 at entry level to $94,796 with experience. (New York State Department of Labor, wages updated to the first quarter of 2026.)

Heating and cooling prices turn on the size of the house, whether ducts exist, the fuel you are leaving and the one you are moving to, what happens to an old oil tank, and the electrical or gas work the new system needs. See the heating and cooling cost guide.

What to ask before you hire

  • Your county license number, so I can check it before I sign?
  • A certificate of insurance sent to me by your insurer, not a photo?
  • Will you do a heat loss or load calculation before you size the new system?
  • Who files the permits and books the inspections, including any electrical, plumbing or gas work?
  • What happens to the old equipment and to any oil tank, in writing?
  • Which model, size and efficiency rating is in the price, and what do the warranties cover?

Questions homeowners ask

Who licenses HVAC contractors on Long Island?

The county home improvement license covers most residential heating and cooling work, and anyone who handles refrigerant needs federal EPA certification. Some towns license or register trades of their own. Each town page lists what applies there.

Should I switch from oil heat?

That is a cost and comfort question for your house: the fuel prices, the condition of your boiler or furnace, and whether gas service reaches your street. A licensed HVAC contractor can price each option after a visit.
